- The terms land, land plot, and soil as applied in normative documents related to land relations and land management practices are considered. Major legal documents regulating the use of agricultural lands are analyzed. Some drawbacks in the system of the state land management and land legislation resulting in the inefficient control of soil fertility on privately owned lands in the Far East of Russia are revealed. An obligatory certification of soils is recommended as a procedure necessary to ensure efficient control over soil fertility and the quality of agricultural produce.
